USPS Flat Rate vs Weight-Based: Which Saves More?

By Editorial Team Published · Updated

Price note: All prices are USPS prices as of October 2026, from the Notice 123 price list effective Oct. 4, 2026. Retail means Post Office counter prices, and commercial means online labels. These prices include two temporary increases that USPS says end Jan. 17, 2027. The holiday increase also raised Flat Rate prices, by $1.00 to $2.10 at retail depending on the product, so recheck the comparisons after that date.

USPS Flat Rate vs Weight-Based: Which Saves More?

Priority Mail Flat Rate charges one price for anything that fits in a USPS-produced Flat Rate box or envelope, up to 70 lb, going to any domestic address. Weight-based Priority Mail charges by weight and distance (zone). Which is cheaper depends almost entirely on how heavy the package is and how far it’s going:

  • Far and heavy, Flat Rate wins. A Medium Flat Rate Box costs $25.80 at a Post Office. Weight-based Priority Mail to Zone 8 (cross-country) costs more from just 3 lb.
  • Close by, weight-based wins. To Zone 1, weight-based Priority Mail stays cheaper than that same Medium box until 19 lb.
  • Ground Advantage and cubic pricing can beat both. They often do for light items or dense items in small boxes, if you can accept 2-5 day delivery for Ground Advantage.

This guide gives the current Flat Rate prices and sizes, explains how weight-based prices work, shows the break-even weights by zone, and walks through when Ground Advantage, cubic pricing or Media Mail is the better deal.

Key Takeaways

  • Flat Rate pays off with distance. The Medium Flat Rate Box breaks even with weight-based Priority Mail at about 3-4 lb to Zones 7-8, but 17-21 lb to Zones 1-3.
  • Buy online. Commercial Flat Rate prices are lower: $22.02 for the Medium box online versus $25.80 retail, and $32.75 versus $36.10 for the Large box.
  • Check Ground Advantage too. It’s cheaper than Priority Mail by weight, so Flat Rate needs heavier contents to beat it.
  • Flat Rate has no extra size charges. Dimensional weight and nonstandard fees don’t apply to Flat Rate packaging. The box itself is the limit.

All Flat Rate items travel as Priority Mail, which USPS says arrives in 2-3 days and includes tracking and up to $100 of insurance. The DMM says only USPS-produced Flat Rate containers qualify. The cheaper APO/FPO/DPO box can only be used for military and diplomatic addresses.

How Weight-Based Priority Mail Is Priced

Weight-based Priority Mail prices depend on:

  1. Weight, rounded up to the next pound.
  2. Zone, from 1 (local) to 9. Zone 8 covers the longest distances within the contiguous U.S.
  3. Size. Since July 12, 2026, rectangular parcels larger than 1 cubic foot are charged by dimensional weight (length x width x height ÷ 139) when that’s higher than the actual weight. Nonstandard fees apply to long or bulky parcels. The DMM exempts Flat Rate packaging from those fees.
  4. Channel: retail at the counter or commercial online.

The Crossover: When Flat Rate Beats Weight-Based

The table shows the lightest whole-pound weight at which weight-based Priority Mail costs more than the Flat Rate box, comparing retail with retail and commercial with commercial.

Large, commercial ($32.75)26 lb25 lb24 lb22 lb11 lb8 lb6 lb6 lb

For the small options, the break-even comes much sooner. The Small Flat Rate Box ($14.65 retail) beats weight-based retail Priority Mail from 2 lb to Zone 5 and from 1 lb to Zones 6-8. The Flat Rate Envelope ($13.90 retail) wins from 1 lb to Zones 5-8. Locally (Zones 1-2), weight-based Priority Mail stays cheaper than the Small box until about 4-5 lb, a weight few items that fit in it reach.

The pattern is clear: the farther the package goes, the lighter it needs to be for Flat Rate to win.

Don’t Forget Ground Advantage, Cubic Pricing and Media Mail

Ground Advantage is USPS’s cheaper weight-based service, with delivery in 2-5 days and $100 of insurance included. Against Ground Advantage, Flat Rate needs heavier contents to come out ahead. The retail Medium Flat Rate Box beats retail Ground Advantage from 5 lb to Zone 8, 11 lb to Zone 5 and 21 lb to Zone 1. Online, the commercial Medium box beats commercial Ground Advantage from 7 lb to Zone 8 and 14 lb to Zone 5.

Cubic pricing (commercial only) charges by box size and zone instead of weight:

  • Priority Mail Cubic covers parcels up to 0.5 cubic foot, up to 20 lb and no longer than 22 inches.
  • Ground Advantage Cubic covers parcels up to 1 cubic foot, under the same weight and length limits.

A box the size of the top-loading Medium Flat Rate Box (11 x 8-1/2 x 5-1/2 inches, about 0.30 cubic foot) costs $21.42 to Zone 8 by Priority Mail Cubic and $15.22 by Ground Advantage Cubic, compared with $22.02 for the commercial Medium Flat Rate Box. For dense items under 20 lb, quote cubic pricing before you reach for a Flat Rate box. Our Stamps.com vs. Pirate Ship vs. ShipStation comparison covers platforms that offer it.

Media Mail beats everything for eligible books and recordings. A 6 lb box of books costs $8.08 by Media Mail, compared with $43.95 by weight-based retail Priority Mail to Zone 8 or $25.80 in a Medium Flat Rate Box, though Media Mail takes 2-8 days. See our Media Mail guide.

The 15 lb example shows why you should always check Ground Advantage. Flat Rate beats Priority Mail by weight there, but Ground Advantage is cheaper still if 2-5 days is fast enough.

Decision Checklist

  1. Does it fit? The flaps of a Flat Rate box must close within the normal folds. Notice 123 allows tape to reinforce the box but not stretching or rebuilding it.
  2. Weigh it and find the zone for your destination ZIP Code.
  3. Compare four prices: Flat Rate, Priority Mail by weight, Ground Advantage, and cubic if you buy commercial postage. Our cheapest shipping options guide shows how to compare quickly.
  4. Buy online for commercial prices. For Flat Rate, that saves 9%-15% compared with the counter as of October 2026.
  5. Watch the calendar. USPS’s temporary increases end Jan. 17, 2027, which will lower both Flat Rate and weight-based prices. See our 2027 rate increase guide for what comes next.

Tips for Using Flat Rate

  • Get boxes free. USPS provides Priority Mail and Flat Rate boxes at no charge at Post Offices and through its online store. But USPS says that if you use a Priority Mail box, “you have to pay for Priority Mail service.”
  • Use smaller Priority Mail envelopes at the Flat Rate Envelope price. The DMM says any USPS-produced Priority Mail envelope smaller than the standard 12-1/2 x 9-1/2 inch envelope qualifies for that price, whether or not it’s marked “Flat Rate.”
  • Try both Medium boxes. The top-loading and side-loading versions cost the same but suit different shapes.
  • Use Flat Rate for heavy, dense items. Tools, hardware, parts and canned goods are the classic Flat Rate wins. For bulky, light items, a weight-based service usually costs less. See our heavy package guide for items over 10 lb, and the complete USPS shipping guide for every service.
